What CoinDesk and the EIP actually say
Ethereum Foundation researcher Toni Wahrstätter posted on Aug. 16 that about 66 proposals sit under the Hegota umbrella after an Aug. 6 new-proposal deadline. Core developers will narrow that list over coming calls. CoinDesk’s framing is plain: only FOCIL has secured a scheduled slot so far.
FOCIL is EIP-7805, Fork-choice enforced Inclusion Lists. In draft form on eips.ethereum.org, it lets a committee of validators compile lists of transactions that builders must include. The point is simple. No single builder should be able to leave waiting transactions out alone. CoinDesk notes that today the operator assembling a block can still omit some waiting transactions. EIP-7805 is Standards Track Core, still a Draft, and not deployed on mainnet.
Frame Transactions (EIP-8141), Keyed Nonces (EIP-8250), and EIP-8272 are considered, not approved. Privacy has not shipped. Ordinary ETH transfers stay visible. Do not read “considered” as “locked.”

Read EIP-7805 yourself before you argue about it on the timeline. Note the draft status. Mark that Hegota follows Glamsterdam and is expected in 2027, with no firm mainnet day in this coverage.
